GlobalDF Executive Director Dr. Barbara Samuels served as an expert member of the 2020 OECD high-level technical meetings organized by the OECD Development Centre and the Africa Center for Economic Transformation providing input into the publication “Quality Infrastructure in 21st Century Africa: Prioritising, Accelerating and Scaling Up in the Context of PIDA (2021-30).” As explained in the paper’s forward, Ghana President Nana Akufo-Addo requested a technical investigation into why African governments are increasingly turning to emerging economies, notably China, for large infrastructure projects, with the more compact timeframes that their policy banks and contractors offer, compared with Africa’s mainstream development partners. This report is a response to that challenge. Dr. Samuels authored the Annex 1 in the report “Developing a professional project finance community in Africa.”
